AISB-662 ICT Manager – Governance and Strategic Projects

Your Role:

You will act as both a technical leader and operational manager, capable of:

  • Setting clear objectives and monitoring their achievement.
  • Making sound technical decisions.
  • Developing, coding, configuring, and automating solutions.
  • Administering and optimizing databases.
  • Supporting multiple teams across simultaneous projects.
  • Actively participating in detailed design and technology choices.
  • Identifying opportunities for innovation and modernization.
  • Advising management on ICT strategy.

Key Responsibilities:

  • Manage the operational activities of the ICT team.
  • Migrate existing PowerBuilder applications to modern technologies (JavaScript, REST services).
  • Deploy Business Intelligence solutions using Qlik Sense.
  • Migrate an image management system based on Alfresco.
  • Containerize the environment and applications using Docker.
  • Import reliable data via the BCSS.
  • Optimize existing eGov applications for mobile-first responsive solutions.
  • Implement online claim forms with multiple signatures via the social security portal.
  • Migrate and consolidate IBM Informix databases to PostgreSQL.
  • Ensure secure document delivery to citizens.
  • Optimize recovery processes and calculation of entitlements.
  • Prepare recovery letters with QR codes.
  • Implement optimal virtualization solutions.

Required Profile:

Technical Expertise:

  • PowerBuilder, Java, JavaScript, Angular, REST
  • Alfresco, CMIS
  • PostgreSQL, Informix, SQL
  • Qlik Sense
  • Windows and Linux (Red Hat/Rocky)
  • Relational database modeling and design
  • Prince 2 project management methodology

Education and Experience:

  • Master’s degree or equivalent in Computer Science
  • Prince 2 certification in project management
  • Oracle Database Administration certification
  • Minimum 25 years of experience in projects and application development (including 20 years in social security, particularly in worker indemnity cases)
  • Minimum 10 years managing multidisciplinary ICT teams
  • Proven experience in developing secure web applications integrated with the social security portal
