We are looking for an Expert Functional Analyst to support major digital transformation initiatives within the Justice domain. You will analyse, model, and optimise complex processes, guide data integration strategies, and act as a strategic link between business stakeholders, IT teams, and management. You will also play a key role in modernising digital workflows related to road traffic sanctions and the financial execution of penalties, and in implementing new legislation impacting national systems.
Your Missions
- Lead the collection, clarification, and structuring of business needs.
- Produce detailed functional specifications, including impact analyses and risk assessments.
- Translate business requirements into clear, testable, and traceable deliverables.
- Model complex processes and data flows (BPMN, UML, ArchiMate).
- Provide strategic recommendations on data standards and architectural choices.
- Optimise data exchange between police, justice actors, and federal systems.
- Define testing strategies (TDD/BDD) and validate functional test scenarios.
- Coordinate UAT and ensure end-user validation.
- Guarantee full traceability between requirements, test cases, and implementation.
- Support and guide junior and senior analysts.
- Ensure methodology alignment and best practices within the analysis team.
- Suggest improvements in analysis processes, tools, and governance.
- Strong understanding of SQL.
- Expertise in UML/BPMN.
- Knowledge of integration patterns (real-time, batch, asynchronous).
- Familiarity with API standards: REST, SOAP, GraphQL, gRPC.
Qualifications
- Bachelor’s or Master’s degree in a relevant field.
- 10+ years of experience in functional analysis within large, complex IT environments.
- Experience in public sector or justice-related projects is a strong asset.
- Deep understanding of data integration, privacy regulations, and data quality.
- Strong proficiency in French and Dutch.
- Full-time availability.
- Experience with Jira, Confluence, Visio, Enterprise Architect, BPM platforms.
