About the Role
We are seeking an experienced Principal Portfolio Manager to lead and oversee ICT portfolios and programs within an international and highly strategic environment.
This role requires strong leadership, technical understanding, and the ability to engage senior stakeholders in a multinational environment.
Key Responsibilities
- Develop and implement a comprehensive ICT portfolio and program management framework
- Align portfolio projects with strategic objectives and technology roadmaps
- Lead planning, execution, and monitoring of ICT programs and projects
- Establish governance structures, chair governance boards, and maintain documentation
- Implement and manage Change Advisory Board (CAB) processes
- Monitor KPIs and deliver dashboards and executive reports
- Track project performance, cost and schedule variances
- Identify and mitigate risks proactively
- Coordinate cross-functional and multinational teams

Prepare and deliver presentations to Senior Boards
- Engage in technical discussions with sponsors, project managers, and technical leads
- Ensure alignment across programmatic and technical portfolio elements
- Deputise for higher-grade staff when required
Required Qualifications & Experience

Master’s degree with 5 years of relevant experience OR
Bachelor’s degree with 8 years of relevant experience - Senior-level technical management experience in ICT
- Strong experience in portfolio and program management
- Experience creating dashboards, reports, plans, and executive briefs
- Experience in complex and multinational project environments
- Solid knowledge of ICT, C4ISR systems, and R&D projects
- Proven ability to manage risks and negotiate with stakeholders
- Strong written and verbal communication skills in English
- Security Clearance Required: NATO Secret
- PMP or PRINCE2 Practitioner certification (mandatory)
Desirable
- Portfolio certifications (MoP or equivalent)
- Risk management certification
- Experience in large organizations
- Cloud transition experience for large IT infrastructures
- Experience in NATO or international military/civilian environments
- Knowledge of NATO structures (ACO, ACT)
