Context
A legacy application used for managing financial aid dossiers for enterprises is being phased out and replaced by a new, modern solution. The current system, built on outdated technology, supports end‑to‑end management of aid cases—from application intake through validation, accounting, payments, and recovery of reimbursable advances.
As part of the new solution’s implementation, a large‑scale data and document migration must be carried out to ensure full continuity of business processes while improving data quality, structure, and usability.
Mission Objective
The mission consists of defining, documenting, executing, and validating the full data and document migration strategy from the legacy system to the new application, while ensuring data integrity, consistency, and minimal disruption to operational activities.
Key Responsibilities
The consultant will be responsible for:
- Analyzing source and target data schemas
- Identifying data mapping, correspondence, and transformation rules
- Defining and documenting the overall migration strategy
- Designing and executing ETL (Extract, Transform, Load) processes
- Developing and maintaining data and document migration scripts
- Implementing data quality checks, validation rules, and controls
- Testing, validating, and documenting each migration batch
- Reporting progress, results, and risks to the project team
Expected Deliverables
By the end of the assignment, the consultant will provide at minimum:
- A functional and technical migration analysis, covering extraction, transformation, and loading mechanisms
- A migration scope analysis and high‑level roadmap, including phases, dependencies, prerequisites, and estimated timelines
- Methodological and technical support to business and functional analysts for data mapping between legacy and target systems
- A control and testing report comparing migrated data and documents between source and target applications
- Fully documented migration scripts, including document recovery and integration processes
Required Skills & Expertise
Mandatory
- Proven expertise in data migration and ETL technologies (e.g. Talend)
- Advanced skills in SQL and relational databases (Oracle, PostgreSQL)
- Strong experience in document migration scripting
- PowerShell scripting expertise
- Data modeling skills (conceptual, logical, physical)
- Statistical analysis skills for data validation and quality control
- Experience with Jira and Confluence
- Excellent command of French (C2 level – written and spoken)
Nice to Have
- Knowledge of PEGA
- Experience with generative AI tools (e.g. Microsoft Copilot, GPT)
- Prior experience in public sector environments
- Familiarity with GDPR and sensitive data protection
