AISB-666 Data Engineer (SIPAR2)

Overview

We are seeking a skilled and autonomous Data Engineer to play a central role in the data management strategy of major digital transformation initiatives. You will drive data analysis, migration, quality assurance, and refactoring activities while ensuring alignment with organizational standards and best practices. This role involves close collaboration with functional analysts, development teams, and a dedicated data competency center.

Key Responsibilities

1. Data Analysis & Collection

  • Collaborate with functional analysts and business experts to understand existing data structures and entity relationships.
  • Conduct data quality assessments to detect anomalies, duplicates, and inconsistencies.
  • Map existing data flows and identify critical dependencies.

2. Migration Strategy & Planning

  • Review and validate the migration strategy proposed by the refactoring provider.
  • Assess technical feasibility, risks, and potential impacts.
  • Propose improvements and optimizations to the migration approach.
  • Document key decisions and underlying technical rationale.

3. Data Selection & Cleansing

  • Identify and qualify data to be migrated based on business needs and compliance rules.
  • Design and implement data cleansing and transformation processes.
  • Validate transformed data before migration and document transformation rules and exceptions.

4. Technical Support to Refactoring Activities

  • Support development teams during all refactoring phases.
  • Validate database schema implementations in the target environment.
  • Participate in technical reviews and data‑related architectural decisions.
  • Ensure migration activities respect all required security and confidentiality standards.

5. Data Validation & Testing

  • Assist QA teams in executing data quality tests (smoke tests, coherence tests, etc.).
  • Define acceptance criteria for migrated data quality.
  • Support troubleshooting and resolution of identified issues.

6. Collaboration with the Data Competency Center

  • Participate in recurring exchanges with the organization’s Data Competency Center.
  • Apply existing standards, methodologies, and best practices.
  • Share lessons learned and support knowledge transfer to internal teams.

Required Technical Skills

  • Strong expertise in relational database systems, including:
    • IBM DB2 (v11.5+)
    • MySQL or PostgreSQL
  • Solid understanding of migration patterns and rollback strategies.
  • Strong knowledge of relational data modeling.
  • Ability to optimize schemas for performance (denormalization, indexing, partitioning).
  • Proficiency with ETL tools such as Apache NiFi, Talend, Informatica, or equivalents.
  • Experience with transformation scripting: SQL, Python, Groovy.
  • Knowledge of data cleansing and validation practices.
  • Familiarity with Java ecosystem (Maven, Gradle) and tools like Git / GitLab.
  • Experience using project management tools such as Jira and Confluence.
  • Prior experience in public sector environments (administration, justice, healthcare…) is a strong asset.
  • A minimum of 2–3 past data migration projects successfully delivered.
  • Understanding of compliance and regulatory requirements (GDPR, security, audit).

  • Strong communication skills, able to explain complex topics to non‑technical stakeholders.
  • Experience collaborating with international and external teams (nearshore/offshore).
  • High degree of rigor, attention to detail, and respect for standards.

  • Strong risk management mindset, especially regarding data integrity.
